There are 2000 years in 20 centuries. The year 2000 was the last year of those 2000 years. That's why we call it the year 2000. The 21st century began on January 1, 2001. That election was held in November 2000. That said, the 2000 election was unquestionably stolen. But it was the last election of the 20th century.

Your point is understood; however Bush took office in 2001 and it was a highly controversial election, so I can amend the title so that there isn't a panic in misunderstanding, or we could set pedantry aside for a bit and get to the spirit of the question.
