Salem is a relatively peaceful city for it's size, so this is fairly shocking locally.

Faked violence so the rethugs have an excuse to impose martial law.

3. Oregon isn't the place for it - the Governor wouldn't be inclined to do it.

That said, I wouldn't put it past Dummkopf Donnie to use any violence as an excuse to send in the troops against the Governor's wishes, especially in a blue state.
