1. The tax cuts trump is pushing are merely extension of cuts that existed throughout Biden's term.

If they were brand new or in addition to previous tax cuts, not sure Congress would be as receptive.

4. It's not tax cuts they want. It's the dismantling of regulations.

Tax cuts are the shiney distraction for people who actually pay taxes.
The Rich generally don't pay taxes, they pay accountants about 2% of what they would have paid in taxes to make sure they don't pay anything but perhaps capital gains, VAT or sales tax no matter what.
Even if this country went to a VAT, they'll find a way not to pay.
