I heard a turn of phrase today which will be often repeated in coming months/years

"because it has no legal basis, it has no natural boundaries"

The context was one of the many situations in which TCF or his admin/goons threaten significant financial damage to some entity on some bogus pretext, and the entity capitulates to some set of TCF agendas and/or monetarily, expecting relief from said threat... only to be met with "it's a start" or "well... we'll see" indicating further extortion to come.
