I'll give you the summary. It was actually re-tweeted by Rick Wilson, with his comment "This is a lie, showing the "Reader Added Content" on the original tweet.
It was about the Saudis and a "gift" to Bill Clinton that never happened, as the "WHATABOUTISM" MAGAt response to Trump and the Flying Whorehouse "gift."

The claim originates from a satirical page called 'America's Last Line of Defense" (ALLOD).
The helicopter in the photo is owned by a California-based helicopter services company.
Clinton did not receive a helicopter as a gift.
