The Trump administration plans to slash refugee admissions to a record low level in the upcoming year, reserving a bulk of the limited slots for white Afrikaners from South Africa and others facing unjust discrimination, according to people familiar with the matter and documents obtained by The New York Times.
President Trump is expected to lower the ceiling on refugee admissions to 7,500, a drastic decrease from the cap of 125,000 set by the Biden administration last year, according to a presidential determination dated Sept. 30 and signed by Mr. Trump.
The new limit would effectively shut the door to thousands of families waiting in camps around the world and refocus a program meant to provide sanctuary for those fleeing war and famine to support mostly white South Africans.
The Trump administration has argued that the program needs to be upended to align with the national interests of the United States.
For Mr. Trump, that has appeared to mean refocusing the program on South African descendants of Dutch and French settlers who arrived there in the 17th century.

Refugees that a federal judge had ordered the Trump administration to admit are being barred from entry under the presidents travel ban even as Afrikaners are allowed in.

Officials are moving to block refugees that a federal judge had ordered the administration to allow in after President Donald Trump ground the refugee resettlement program to a halt, according to a Justice Department record submitted in a court proceeding. About two-thirds of the 160 refugees that were expected to be permitted to enter are being blocked, a major refugee aid group said. Those refugees had been scheduled to travel to the U.S. within two weeks of Trumps Jan. 20 executive order halting all refugee admissions.
The travel ban also would apply to the more than 12,000 refugees who had flights booked for U.S. travel after Feb. 3 and who a federal judge said must be allowed in on a case-by-case basis, under the appointment of a special master. It is unclear how many of those refugees are affected by the travel ban......
A State Department spokesperson said officials are prioritizing U.S. refugee resettlement of Afrikaners in South Africa who are victims of unjust racial discrimination while also funding for a variety of programs and activities aimed at providing humanitarian assistance.
Refugees continue to depart South Africa on commercial flights as part of the Departments successful efforts to resettle Afrikaners seeking safe haven in the United States, the spokesperson said.
The Trump administration says the travel ban is needed to address national security concerns, citing terrorism and public safety risks in his proclamation, as well as to help curb the number of people who may come to the U.S. and overstay their visas.
