FIrst, let me be very clear, law enforcement officers are trained to handle traffic stops. What you witnessed was not in any way, a legal traffic stop.
So let's rewind from the position of those who have actually done the real job.
The people approaching the car were armed men in masks with guns pointed at her. They did not ID themselves as Police and there was no need to act aggresively in that situation at all. There were no clear orders or who what remotely in charge. FYI, You do not reach for the door handle to drag someone out of a vehicle, unless all normal legal measures have been exhausted. Nothing about that scene indicated that anyone knew anything about civilian law enforcement.
What that did look like though was a perfect Traffic Control Point that they teach you in the military. Know how I know? Had that training too.
Now, something very interesting was said by Noem immediately after the incident. She said Goode had been labeled a Domestic Terrorist before the event.
Let's be clear what that means. That means, you shoot to kill. The entire engagement is not subject to the same rules of engagement. That was a military operation. That soldier took down a target. Simple as that.
That's what's loose in Minnesota.
I just watched some protestors on ABC news, the were confronting ICE agents. The ICE agents had no shields. They weren't there to control the crowd. They had red tape on the buts of thier guns. If you're in Minnesota, understand, those people are not going to try to stop you, they will shoot to kill and have the presidents immediate blessing.

ETA: Before he pulled his gun, the man who shot Good had filmed her with his phone -- documenting his "terrorist catch."

(4,580 posts)They were in the process of arresting her and Noem said it was for being a Domestic Terrorist. She said that she had been ID'ed as a Domestic Terrorist and was being apprehended.
We probably should know exactly what that's supposed to mean. She lived on the street she was shot and killed on. So were they there to arrest her?
If that's the case, it's the only justification for them to be involved in shooting a civilian. If she was impeding their duties or actively attacking them as Noem had said, but she said that the woman was doing this all morning. So was there an ICE arrest warrant issued or some command designation system now in place?
You used to have rules to engage civilian targets with lethal force. Especially in CONUS. The rules have certainly changed.

(4,580 posts)Yes, Secretary Noem has made specific claims regarding the behavior of Renee Nicole Good (and others at the scene) leading up to the shooting.
During her press conferences on January 7 and 8, 2026, Noem alleged that the interaction was not a random or sudden encounter, but rather the culmination of a day of conflict.
Noems Specific Claims of Harassment
Noem's narrative centers on the idea that the ICE agents were being targeted by "agitators" throughout their shift:
"Stalking and Impeding": Noem stated that Good had been "stalking and impeding" federal law enforcement for hours before the shooting. She characterized Good as a "professional agitator" (a term also used by President Trump) who was intentionally following agents to disrupt "lawful operations."
The "Mob" Narrative: Noem described the agents as being surrounded by a "mob of agitators that were harassing them all day." She claimed that when an ICE vehicle became stuck in a snowbank, this group used the opportunity to block and threaten the agents.
The "Domestic Terrorism" Label: Because she views the harassment as a coordinated effort to prevent law enforcement from doing their jobs, Noem officially labeled the incident an "act of domestic terrorism."
The Local and Eyewitness Rebuttal
Noems "harassment" claim is one of the most fiercely contested parts of the story. Local officials and family members have painted a completely different picture of who Renee Good was and what she was doing:
Legal Observation vs. Harassment: Minnesota Attorney General Keith Ellison and local activists describe Good as a "legal observer"someone who watches law enforcement to ensure civil rights aren't violated. They argue that "observing" is a protected activity, not harassment.
Conflicting Orders: Witness accounts and bystander videos suggest that shortly before the shots were fired, agents were actually giving Good conflicting orders. One agent reportedly told her to "move the car" and drive away, while another was shouting for her to "get out" and grabbing her door handle.

The "Mob" Description: Reporters at the scene noted that while a crowd gathered after the shooting, the "mob" Noem described prior to the shots appeared to be a small number of neighbors and observersmostly filming with phones rather than physically attacking agents.
Why this matters legally
The claim of "harassment all day" is significant because it establishes intent and state of mind for the officer. By framing Good as a "stalker" and "terrorist," Noem is supporting the legal defense that the officer had a "reasonable fear for his life" based on a pattern of escalating aggression, rather than it being a panicked reaction to a car simply trying to drive away.
Secretary Noems statements regarding the behavior of Renee Nicole Good have been remarkably consistent across several press conferences (Texas, Minnesota, and New York) since the shooting on January 7, 2026.
If you are looking to copy and paste her specific claims about the "harassment" and "stalking," here are the key quotes and summaries.

### **The "Harassment" Timeline (According to DHS)**
According to Noem's narrative, the interaction followed this sequence:
1. **Surveillance: ** Good allegedly followed ICE teams for several hours during "Operation Salvo."
2. **Entrapment: ** When an ICE vehicle got stuck in snow, Good and a "mob" allegedly used their cars to block the agents from moving.
3. **Refusal: ** Noem claims Good was ordered to exit her vehicle multiple times but refused.
4. **Escalation: ** Noem claims Good "accelerated toward" an officer, striking him before he fired. (Note: This "strike" is disputed by local officials and video analysis).

(38,311 posts)Do you have a link to a specific, reliable, source which supports the assertion that Noem said Good was "labeled a domestic terrorist" before yesterday's incident?
The key to your thesis is that if someone is already designated as a domestic terrorist, the rules change - and shooting to kill is justified. Merely noting, after the fact, that she was engaged in activities that might allow them to label her a domestic terrorist is not the same.
I see nothing in the AI garbage drop that supports your assertion of a prior label.
