The International Emergency Economic Powers Act (IEEPA) of 1977 is a US federal law authorizing the President to regulate international commerce and financial transactions after declaring a national emergency in response to an unusual or extraordinary threat from outside the US. It is frequently used for sanctions but has also been invoked to impose tariffs.
