Canadians say "toque" for a winter knit cap because the word comes from French, borrowed from French-Canadian tuque, which itself comes from older French, Spanish (toca), and possibly Arabic/Persian words for headwear, becoming a distinct Canadian term for a knitted hat worn by early fur traders and voyageurs for warmth in the cold climate.

From Google
Americans call a toque a beanie, stocking cap, or sometimes a watch cap, though "toque" (or tuque/touque) is distinctly Canadian for that close-fitting knit winter hat, while in the US, "toque" often brings to mind a chef's hat, notes. Regional US terms also include "toboggan" in the South, say.
Here in WI we used to call them navy hats because we'd buy them at the navy exchange.
