How they would ever unwind the tariff refunds fairly is beyond

Comprehension.
The Tariffs were paid at the point of entry by importers and who knows who else, including anyone buying anything through the mail from another country.
The higher costs that we all paid were done organically via higher prices at the shop counter that were passed along thru the supply chain.
The thought that there was ever going to be refund was never planned or considered.
This was a reckless half assed crackpot scheme worthy of impeachment.

Assigning overhead fees for processing, storage, collection. There were reports of people paying more than $125 fees on a $30 item.

If he has requested increasing existing tariffs by 10% it would have passed Congress. Instead ...

Taking every nickel those tariffs brought in and dividing the pile three ways - one-third to infrastructure, one-third to social services and one-third to exiling the entire Trump administration to North Sentinel Island - would be pretty simple.

But, that's the total collected.
Problem is, pass through collections ranged from 70 to 94% depending upon market sector.
I haven't found the data to get a true overall average pass-through, but let's assume 85%
Now, wholesalers & retailers ate the other 15%.
That complicates who gets what.
I like the ideas above suggesting we apply the money to infrastructure (jobs) & SNAP/Medicaid (low income folks).
