Nothing stopping Trump from appointing a horse for Secretary of Transportation

Absolutely nothing. And his sycophants in Congress and the press would fit themselves with a feedbag and eat oats at the next White House State Dinner. For dessert they feast on a big steaming pile of horse shit from Secretary Broomtail.
