So what CA did was maximize the Democratic districts. So, all you can is maximize. So CA won't have 52-0. I don't know what it has after redistricting, but it's not 52-0

There was another ruling awhile ago that states can do gerrymandering for partisan advantage all they want, which is why the challenge to California’s referendum failed.
