It's kind of amazing that the Moron In Chief just repeats whatever someone told him.

He said the War Powers Act is unconstitutional. SCOTUS has never ruled on it.

Only Congress can declare war. OTOH we have been in myriad "wars" since 1941 which was the last declared "war" and in none of those "wars" has Congress declared one.

I'm a Navy vet so this is in no way critical of all the guys I served honorably with. It's just that the word is used incorrectly.
