This is this Soldiers medal ceremony.
Major Nicholas Dockery received the Medal of Honor, the country's highest military decoration, on Thursday for his heroic actions in Afghanistan. Trump, however, had a problem putting the medal around Dockery during the ceremony.
Video from the ceremony showed Trump struggling to clasp the medal before tying it tightly around Dockery's neck.

And this is strictly my view; I mean no disrespect to Major Dockery.
Cadet Bonespurs is seeking valor for himself by association.

"Sir, when Captain William Loren McGonagle of the United States Navy was awarded the Medal of Honor for saving the USS Liberty after the Israelis tried to sink her during the Six Days War, the Secretary of the Navy presented him the Medal at a classified ceremony at the Washington Navy Yard. It's the only Medal of Honor in American history presented in secret and not presented by the President."

"So why are you telling me this?"
"Because I don't want Donald Trump's hands around my neck. Can you do the same thing that was done for Captain McGonagle for me?"
