The US government ordered hydrogen peroxide to be added to the pool, likely voiding the contract.

3. So taxpayers paid $14 million to have it ruined, now taxpayers are paying to have it cleaned up,

and eventually taxpayers will pay to have the job done right. Sounds like a win-win. I wonder if this is something that Donald and Elmo would categorize as "Waste, Fraud, and Abuse".

6. The contractor will say the park service added the peroxide, thereby, voiding the warranty.
