The reflecting pool didn't contain more than 0.005% hydrogen peroxide. It also began degrading immediately as it oxidized the algae.
It takes about 30% solution to work as a paint stripper.
The failure was poor site preparation and improper materials for bonding the paint
i guess i learned both of those things

Used in the reflecting pool caused the paint to peel. It just stated the fact that hydrogen peroxide in high concentrations is used in paint thinners and removers.
So the OP is correct to note that they learned both things because both can be right.
