The proposed rule is so clearly a violation of the Constitution and federal law that it's brazen and frankly a form of waging war against the US and its ability to conduct free and fair elections. The Postmaster General's proposed rule, "Ballot Mail in Federal Elections," tries to change the Constitution and to bypass the constitutional change process.

Public comments are important parts of the record. I expect them to form part of the case by states and civil rights and voting rights organizations. They're trying hard to slow the process of organizations being able to use them in lawsuits, though. To see them, someone would have to go to their D.C. office to see and photograph them by appointment between 8am and 4pm.

The USPS issued a rule just last year that the postal service does not administer elections, establish the rules or deadlines that govern elections, or determine whether or how election jurisdictions utilize the mail. Ironically, it was done under the current Postmaster General, David Steiner.
The United States Constitution does not give the President of the United States or any agency of the Executive Branch any authority to control election procedures. (Article I, Section 4, Clause 1, Elections Clause)
Also, the president does not have the right to control the US mail. Only Congress has been delegated the authority to To establish Post Offices and Post Roads in its enumerated powers.
Plus yesterday a federal judge in Massachussetts blocked Trump's order demanding Postal Service restrict mail voting.
