Kristi Noem Reportedly Warned DHS Employees She's Going to Start Polygraphing Them Over Leaking to the Media

Department of Homeland Security Secretary Kristi Noem told employees under her leadership they will be soon subject to polygraph tests asking about whether or not they have leaked to the media, reported Bloomberg News on Tuesday.

Bloomberg’s Homeland Security reporter Ellen Gilmer scooped the news and reported that “Noem last week issued an internal directive that all polygraphs the Department of Homeland Security administers must include a question about unauthorized communications with media and nonprofit organizations, according to a memo described to Bloomberg Government by two people without authorization to speak publicly.”

Gilmer’s report comes as President Donald Trump’s mass deportation program has yet to yield the results he is looking for. The Washington Post reported over the weekend that “despite the rapid infusion of resources, U.S. Immigration and Customs Enforcement is struggling to arrest higher numbers of immigrants and falling far short of the administration’s goals.”

The Post noted that ICE had also stopped publicly reporting its deportation numbers. “ICE arrests have sagged so far this month, according to data provided by the Department of Homeland Security, declining from about 800 per day in late January after Trump took office to fewer than 600 during the first 13 days of February. The administration has stopped publishing daily numbers, and Trump officials said they will release the data on a monthly basis to conserve resources. It is a level well below the Trump administration’s goal of 1,200 to 1,500 arrests per day,” noted the Post.

Ex-law enforcement here:... it is a machine that has not seriously been improved since it was invented and wholly dependent upon the "capabilities" of the operator. Hell, I've seen them 'communicate' with plants, vegetable plants... the threat is a joke. That shit can be manipulated. Hollow threat of a useless instrument that can/will be manipulated as a blunt weapon against anyone the suspect

They aren't "lie detectors" — they're stress detectors, with lots of false positives because of the stress of being tested, and lots of people know how to beat them because they know what's actually being tested. It's very foolish to rely on them for anything.

Study's have shown if one kills something defenseless it is a sure sign humans will be next...and you idiot cons are perfectly comfortable with this! I wonder why killing an innocent animal does not bother you like it would a compassionate person. Oh yeah,

for another 160 others, and was facing 100s of millions of dollars in civil penalties personally
or as part of his businesses and not a damn thing will happen to him because the D o J, much
of our judiciaries, the media, the right wing media outlets including social media sites that are
loaded with Russian misinformation, the oligarchs, and the GOP are in the bag for his law breaking

The Supreme Court summarized their findings by stating that the use of polygraph was "little better than could be obtained by the toss of a coin."[25] In 2005, the 11th Circuit Court of Appeals stated that "polygraphy did not enjoy general acceptance from the scientific community".[26] In 2001, William Iacono, Professor of Psychology and Neuroscience at the University of Minnesota, concluded:

Although the CQT [Control Question Test] may be useful as an investigative aid and tool to induce confessions, it does not pass muster as a scientifically credible test. CQT theory is based on naive, implausible assumptions indicating (a) that it is biased against innocent individuals and (b) that it can be beaten simply by artificially augmenting responses to control questions. Although it is not possible to adequately assess the error rate of the CQT, both of these conclusions are supported by published research findings in the best social science journals (Honts et al., 1994; Horvath, 1977; Kleinmuntz & Szucko, 1984; Patrick & Iacono, 1991). Although defense attorneys often attempt to have the results of friendly CQTs admitted as evidence in court, there is no evidence supporting their validity and ample reason to doubt it. Members of scientific organizations who have the requisite background to evaluate the CQT are overwhelmingly skeptical of the claims made by polygraph proponents.[27]


Polygraphs measure arousal, which can be affected by anxiety, anxiety disorders such as post-traumatic stress disorder (PTSD), nervousness, fear, confusion, hypoglycemia, psychosis, depression, substance-induced states (nicotine, stimulants), substance-withdrawal state (alcohol withdrawal) or other emotions; polygraphs do not measure "lies".[15][28][29] A polygraph cannot differentiate anxiety caused by dishonesty and anxiety caused by something else.[30]...

In United States v. Scheffer (1998),[69] the US Supreme Court left it up to individual jurisdictions whether polygraph results could be admitted as evidence in court cases. Nevertheless, it is used extensively by prosecutors, defense attorneys, and law enforcement agencies. In the states of Rhode Island, Massachusetts, Maryland, New Jersey, Oregon, Delaware and Iowa it is illegal for any employer to order a polygraph either as conditions to gain employment, or if an employee has been suspected of wrongdoing.[70][71] The Employee Polygraph Protection Act of 1988 (EPPA) generally prevents employers from using lie detector tests, either for pre-employment screening or during the course of employment, with certain exemptions.[72] As of 2013, about 70,000 job applicants are polygraphed by the federal government on an annual basis.
