Distribution cost alone would negate any production savings, wouldn't it? Plus, as I understand it, California gas taxes are one reason for the high prices. But there would be a benefit -- more pollution and the associated waste from refining would stay in the midwest.

... forcing California to use the dirtier fuels used elsewhere.
