this particular clip doesn't appear to show cyclist 'grabbing' any equipment

Paint is peeling off (because hydrogen peroxide peels paint) so anyone nearby must be vandalizing it

David Hearn said he touched the pools detached liner but didnt destroy or break or peel anything. Trump has accused vandals of sabotaging the refurbishment as paint was seen peeling and floating in the water.

David Hearn had just finished a loop around Hains Point on Friday as part of a 52-mile bike ride when he swung by the Lincoln Memorial to see the refurbished Reflecting Pool for himself.
Noticing a piece of the new American flag blue liner that was partially detached from the pool bottom, Hearn said he reached into the water to see what it felt like. Moments later, as the Bethesda man prepared to leave, U.S. Park Police officers arrested him on a misdemeanor charge of destruction of government property. He is scheduled to appear in D.C. Superior Court on July 9.
Hearns arrest ignited a social media flurry as President Donald Trump and his allies blamed the pool overhauls problems on administration opponents. Emily Miller, a conservative journalist, posted a 2 minute and 8 second video on X, which showed Hearn detained by two members of the National Guard and subsequently surrounded by Park Police officers.

It does appear to show him (standing) in the water - and one might surmise that it was park workers objecting to his actions (whatever that might be) that saw the National Guard troops summoned. (although that remains supposition, and unconfirmed by either footage or reporting)

now they are chasing anyone for arrest for something and will try to say it was for vandalism of the pool.

the contractor in terms of millions of dollars on the basis of breach of contract, gross negligence, breach of warranty, and/or consumer fraud, the latter falling into the umbrella category of construction defect.
Blame someone else besides Trump's golf contractor.
