Peoria County Board, treasurer on collision course

Expect one of the coming battles in Peoria County to center on the treasurer's office.

That fight could come on several fronts, as both longtime Treasurer Tripp O'Connor and board member Stephen Morris have signaled in recent weeks.

Unhappy with pending cuts in the county budget, including in his office, O'Connor told board members Dec. 1 that in his 17-year history in the post he had never exceeded his approved budget.

But now, with cuts included in the board's spending plan, "I have a constitutional duty to maintain not only the financial integrity, but to limit the exposure to financial risks in the operation of the treasurer's office." To that end, O'Connor said, "I will not accept (Chairman Andrew Rand's) budget that is presented for the office. I'll operate under the budget I submitted that meets the same financial requirements without compromising the financial integrity of the office."
