Metro Council district 12 candidates campaign on bringing more amenities to south Louisville

LOUISVILLE, Ky. — Republicans hope to flip a Louisville Metro Council seat in southwest Jefferson County, but their target isn't just any council member – he's the chair of the budget committee, one of the most influential positions in city government.

Democrat Rick Blackwell has served Metro Council District 12 since 2003, when the council first formed after the city-council merger, and became budget chair in 2023. He is the president of Desales High School.

He's being challenged by Republican Jonathan "JJ" Joseph, a history teacher at Butler High School and a political newcomer.

Joseph hopes to replicate the success of fellow Republican Jared Bauman, who in 2022 flipped a state House of Representatives seat held by Democrat Charles Miller since 1999. Parts of House District and Metro Council District 12 overlap.
