What is a Constitutional Observer? A Constitutional Observer is a trained community member who calmly observes and documents law-enforcement activity to help ensure constitutional rights are respected and to support accountability. Their role is to witness, document, and report, but never to interfere or obstruct. What will the training cover? During this training, participants learn the role of a Constitutional Observer, including how to accurately observe and document law enforcement and immigration activities, understand key constitutional rights, and use the S.A.L.U.T.E. framework for accurate reporting.
