Deputy election official claims residency in both Madison and Milwaukee
Milwaukee’s No. 2 election official has received higher pay by reporting that she is a city resident even as she declared herself a Madison resident for the purposes of voting — an arrangement defended by her boss.
Milwaukee Election Commission Deputy Director Bonnie Chang, 44, didn't respond to questions about her claims that she has dual residencies. Her attorney, Franklyn Gimbel, said Chang wouldn’t be commenting and has to "straighten some stuff out with her employment."
"Some questions have been raised about her residence, and she’s addressing that," said Gimbel, one of the city's best-known attorneys.
Records show Chang, whom the city hired in February, is receiving some $3,500 more annually than a non-city resident would under the city's incentive pay plan. Under that plan, those who live in Milwaukee get a 3% bump — a program that was put in place after the state Supreme Court tossed the city's residency requirement for city workers.
