Nipping right on the heels of the RCMP as the worst police force in Canada, still a long way to go yet but they are making huge headway. In terms of their salaries it certainly could be argued they are already there.

When this Chief goes sour we can blame Tory. It's early but he doesn't appear to have the willpower or courage to change the culture of the TPS. There was a guy with an MBA in the running for Chief, but it appears he probably was too progressive, wanting to, *gasp* get rid of random carding.

It's sort of ironic, in Toronto violent and offensive language is frowned upon with good reason, however consider; words cost people their careers without notice or recourse, the video gets mass media coverage. Somehow detaining a person apparently in a random fashion, asking for ID and making notes in their dossier is "good policing". I suppose every nation could make that argument when they stifle Liberties..."hey, it works".

My guess is this is a boon to the plain clothed officers. We can just quadruple the budget and have everyone and their grandma spying and quietly reporting on others. They can then be chosen by happen chance to carding.
