Department of Labor announces shutdown of contractor-operated Job Corps centers

On May 29, the Department of Labor announced that it would begin shutting down operations at Job Corps centers operated by federal contractors across the country. Job Corps is a major program administered through DOLs Employment and Training Agency, and authorized by Congress through the Workforce Innovation and Opportunity Act (WIOA). The program provides free education, workforce training, housing, and job placement to low-income teens and young adults ages 16-24.
On June 4, a federal judge issued a temporary restraining order to prevent the further closure of centers or the termination of contracts while a lawsuit against the administrations closures proceeds. The White House recently also submitted a budget request to Congress that would formally eliminate Job Corps, and proposes instead cutting DOLs budget for workforce training programs by more than half, and rolling the remaining funding into a not-yet-defined grant program for states and localities (Make America Skilled Again.)
The sudden announcement and short deadline for shutting down center activity has created new uncertainty about capacity for other programs to absorb Job Corps students or provide alternative supports, and in particular may leave thousands of young people with no other options for housing at risk of homelessness.
