This is true everywhere in the world, in the case of wind energy, steel is made, like the hydrogen that our fossil fuel sales people want to greenwash here, in that country, using coal.
There are zero places on this planet where wind energy supplies all of the energy needs of a significant population. The use of wind energy requires the use of fossil fuels.
