Erie, Pennsylvania -- On the evening of March 3, a urine covered, and zip-tied shivering dog was found near a resident's home in the Harborcreek Township suburb.
The horribly neglected dog had been deliberately abandoned .... her legs tightly bound ensuring she could not escape or defend herself.
With the help of social media and tips, the Pennsylvania State Police were able to identify 63-year-old Roy King of Harborcreek as the man responsible for the dog's dire condition.
King has been charged with Torture (Felony 3), Aggravated Cruelty to Animals (Felony 4), and more.
He is currently being held in the Erie County Prison awaiting preliminary arraignment.
