Russia has taken another major step toward total financial surveillance. Under new rules, the state security system now has direct access to every non-cash transaction made by Russian citizens — from major transfers to everyday purchases.

Rosfinmonitoring, a law-enforcement agency rather than a financial regulator, can now monitor payments made through Russia’s main systems without court orders or formal requests. Officially, this is described as a fight against money laundering. In practice, it allows the state to track daily life through spending habits, association, and behavior.
