By roll-stock vinyl or carpet would be very easy.

(11,843 posts)The clay type, not the clumping stuff. The cheapest you can find is what you are looking for. Spread some on the oil, put on some smooth soled shoes and grind it in. Put on some Twist music if you are so inclined. The clay that the liter is made from will soak up the oil and put it out of the concrete. You can buy stuff labeled as oil sorbant, but it the same thing.

(3,426 posts)sell a product you use to clean concrete . You will find one recommended for garage floors ,removes oil stains and all the other stuff.
That would be the way to get your project started. When you are there take a look at garage floor paint-it is an epoxy mix-look at the floor preparation procedure -same procedure will apply preparing the floor to except your choice in flooring material.
Basically you are washing the concrete floor with a industrial product ,a garden house is handy when rinsing down floor.
If you think about it auto mechanic's scrub down the concrete floors in their shops periodically,and so an auto supply store will also sell the industrial concrete cleaning washing products.
There is also an etching compound you brush into the concrete ,part of the final phase after the floor has been cleaned.
You can also look up the procedure on the internet- just google preparing concrete floor to except vinyl flooring.
Also if you wanted to put in carpet the tack strips glue down to the floor. Of course best to clean up the floor first so odors don't come up.
