Pet question....

are there any groups/organizations that offer help (primarily financial) for pet owners that have limited means? I have a friend, older man, newly unhoused, who would benefit greatly by having a companion. He has the means to feed a dog and lots of love to give,...... he does not have the means for vet bills that may come up though, and this friend would want the best for a dog companion. I have offered to help find a puppy/dog and he will not until he knows he can give the best care. Any ideas?

The companionship is welcome but living on the street is not a good life for pets, let alone people.
