There are a bunch below them who have all shown significant flaws. Some with one loss and others with two.

Is Notre Dame in that pile of two loss teams who have a couple of wins against good teams, a couple of losses against good teams, and a whole lot of beating up also rans? Yes.

Whether you put them in the second tier or third tier is an interesting argument, but Indiana and ohio state have been completely dominant every game. You cannot say that anyone else belongs in that top tier ...solid on offense, defense, and special teams.
