New York State electric vehicle mandate is coming to local auto dealerships by year's end

That means all new vehicles on local dealer lots would need to be electric by the year 2035, but the mandate actually begins this year with model 2026 autos already showing up on dealer lots. By year's end, local dealers' new 2026 inventory needs to be 35% electric, and the mandate increases every year ... with some flexibility according to the DEC (see letter below).

Jim Basil is the vice president of Joe Basil Chevrolet. He said, "We are not at 35% yet. We see a future, but to force us to 35% now, it's not feasible. We are at 6% now. It's something that needs to be addressed, sooner rather than later."

If consumers don't find the gas-powered vehicle they want locally due to limited inventory on dealer lots, they might be forced to head across state lines to purchase their vehicle.

The New York State Department of Environmental Conservation sent a statement in response that says: The Advanced Clean Cars II regulation applies to manufacturers, not consumers and dealers. As part of the regulation, manufacturers have various available flexibilities that result in the need to achieve approximately 10 percent EV sales, not 35 percent. Electric vehicle sales now represent more than 10 percent of all car sales in New York."

According to the referenced letter, NYS is saying that manufacturers, not dealers, are the one's responsible for supplying cars that meet the requirements. They are permitted to pool, trade or bank credits from other manufacturers if they can't meet the targets on their own. Not sure if the credits acquired from other manufacturers are required to be from sales in NYS only, or nationwide?

Based on what I read it appears that if a specific manufacturer is selling too many ICE vehicles to meet the requirements, they would have to cut off supply of them at some point in favor of EV sales, buy credits, or face steep fines. While NYS is emphasizing trying to work with manufacturers and giving them a few years to catch up, I don't see where the 10% figure is coming from.

Does that mean the mandate will enrich Musk when other manufacturers need to buy credits from Tesla like has been done in the past?

The issue isn't that there aren't EV available, but that enough customers won't want to buy them in the quantities needed to meet the mandate. Since every manufacturer of ICE vehicles will likely be faced with the same problem, they would likely have to turn to Tesla to buy credits.

6. For it to happen they need to have 'charging stations' all around like gas stations

and I don't see that happening. They can have them all they want but people are not going to buy them, w/o having charging ability. Stellantis just announced they are going to put a V8 hemi in their new all Dodge Charger (EV), its not selling for 2026 model year. The idiots in Albany can mandate all they want, they still can't pass a budget on time.

When you look at a charging maps it looks like the state is covered with them. There are 4 near me 2 at a private apt. complex , one near an office building and oddly one in the middle of no where on a dead end all are not easily found. They aren't Tesla's. I imagine the Thurway will be a nightmare because that is where many are being put in now. Filling with fuel is a wait at even the new rest areas.

I'll reserve my decision in 2035 I might not even be here.
