"3 But understand this, that in the last days there will come times of difficulty. 2 For people will be lovers of self, lovers of money, proud, arrogant, abusive, disobedient to their parents, ungrateful, unholy, 3 heartless, unappeasable, slanderous, without self-control, brutal, not loving good, 4 treacherous, reckless, swollen with conceit, lovers of pleasure rather than lovers of God, 5 having the appearance of godliness, but denying its power. Avoid such people."

1. so how do you do that

In a country run by those same people?

2. I take it to mean like marrying them, attaining a really close intimate friendship with them, perhaps screening out

who you use for important legal stuff or say a doctor, etc.

They're all around, but one is not compelled or expected to have these in one's intimate circle.

It is advised as a guide for one's own spiritual journey. So as not to be influenced, fall into a trap, veering off the Way.
'We' recognize/discern the behavior void of any redeeming qualities/virtues in others especially in control of our nation. We keep ourselves from that behavior.

As a believer, I have need to watch myself, judge mysel. There will come a day of reckoning. So let 'them' eat, drink and be merry.
