where is the place you go to do this?

There should be a Create new account link at the top of every DU page when you're not logged in.

For buying a star (when logged in as a non-star member) there are Hide ads links near the bottom right of every DU page (and also near the top right in desktop view). Or use the Renew now link found under the Star Membership tab located near the top right of everyone's My Account page.
