The bane of our existence. We have had a problem with smart quotes displaying properly in the past.

Are you using an older browser by any chance? And thanks for your help troubleshooting this.

I see them in place of quotes in many articles.

Browser: Latest version of Firefox.

It seems to include certain forms of punctuation like apostrophes, too.
