I'm getting a "forbidden" blank white page just about evertime I click to a new page

even happened during jury duty, seems to have just started in the last 30 minutes. usually takes a couple hits on refresh to get going again.

that I couldn't "sign in" because I was already "signed in." But I didn't even try to "sign in a second time!!!"

Every page I click on. Refresh seems to override it.

When I went to "vote," I got one more Forbidden. This has happened for a couple of hours. I've restarted at least 6 times, but that didn't help. I'm about to give up.
