Alerts in 'Latest Breaking News'?

I noticed that clicking on "Alert" in 'Late Breaking News' opens a text entry box that says this will generate an email to the administrators.

In other forums, clicking on "Alert" prompts you to choose which rule is broken. Presumably the alert then goes to a jury, not to the administrators.

Why are 'Late Breaking News' alerts different? Is this new?

That is the case on alerts in any forum, not just Latest Breaking News.

Edit to add: It seems to go to Admin if the post is older than 24 hours.
