1. Underfund it, bury it in paperwork

and generally make it impossible to access and keep for any length of time.

Belle is correct, this bill is hideous.

Medicaid was supposed to be the insurance of last resort for people who weren't paid enough to buy heir own insurance on the open market, meaning most service workers including retail, farm workers, paid caregivers, and others this country depend on every day. Republicans have tried to kill it from Day One.

2. And yet...

... these same supposed proponents of fiscal conservatism screech bloody murder at the very thought of curbing the hundreds of billions shoveled into the gaping, greedy maws of corporations that post multi-billion dollar quarterly profits, at the same time they snarl that keep your granny alive is a waste of financial resources better spent on MORE TAX BREAKS for them.
I'd say, EAT THE RICH, but their venom taints the meat.
