However there are more than one conflicting statutes on the books in NYC involving jaywalking.

… I have never received a ticket for jay walking. Most NYers laughed at the recent court decisions decriminalizing it.

The change in NYC was legislation which altered to most used "jaywalking" statute, the others are still there. These issues don't matter as much in NYC as the cops are usually New Yorkers and know our city's rythem. I watched that video and even there the only requirement on the pedestarian was to "yield to all traffic". It is actually safer to cross a NYC midblock if the intersections are stopped than in the actual crosswalk, due to those high SUVs careening around corners in a hurry.
