Materials used in construction come from red states and blue states. When a company in a red state loses a contract to provide materials for construction in a blue state, that results in a loss of income for that company, and they'll probably have to lay off workers.
Truckers who deliver construction supplies will lose money, as will all the support businesses along the highways they drove.
It ripples through all of the job market; like a stone dropped in a pond, causing loss of jobs in it's wake.
There is no way to prevent red states from getting hurt. The more Trump cuts, the worse it is for the national economy.
Blue states will feel the immediate hurt, but red states will get the aftershocks of his mean, dumb ass revenge against states that didn't vote for him.
His childish behavior is so far beneath the dignity of the Office of the President, that it just makes him look absolutely worthless as a leader.
