I think it is clear he has a keen sense of humor and understands the power of getting under Trump's skin. Notice that Trump pretty much stopped attacking Newsom and California when this trolling campaign hit its stride. Newsom owns Trump. Trump can only punch down, and Newsom is everything Trump wishes he were -- mainly effective and respected.
As an executive, Newsom recognized what was needed to own Trump. He hired a team of smart young, media-savvy people to do the daily trolling. I bet Newsom has some ideas he passes along to the team from time to time. But an effective executive recognizes problems and opportunities, sets strategies, and gets the right people working with clear direction.
The most important thing here, IMHO, is that Newsom recognizes the importance of the younger generation and the new media. The next President will not be determined by a Meet the Press appearance or 60 Minutes interview, but the Beltway creatures and the legacy media will still be looking at everything the old way.
In 2028, roughly half the eligible voters will have been born after the Internet entered the mainstream, long after Cable TV replaced the 3 OTA networks, after the USSR collapsed,, long after Reagan died, after the first gulf war, etc. But the people still running our Party are mostly older than all that and many of them are stuck in a time when Walter Cronkite told everybody what to think. People like Newsom and AOC get it. This is our future.
