4. Newark City hasn't issued a Cert of Occupancy

Saturday

Means the facility hasn't had a successful building inspection and equally serious hasn't passed a Fire Department Inspection. The Mayor was with his city's inspectors attempting to get access to do the legally required inspection. If the administration wants to avoid inspections then they have to setup on Federal Property, but I will guess that has safety requirements too.
