Also cruise ship terminals. International passengers are checked against NCIC by CBP and if a felony warrant (federal, state, county, city, whatever) pops up in the system they are detained and then handed over to the local law enforcement if its something lower level than a federal warrant. Its then up to the jurisdiction that issued the warrant if they want to go through the process and expense to transfer/transport/extradite them back if they arent local.

The warrant had nothing to do with CBP. It was an arrest warrant for violating a restraining order.
