Of authoritarian governments going after suspicious "others" that are within their borders. Plus, I think most of the Afghans are Sunni, where Iran is predominantly Shi'a. Exchange "Iran" for "America" and "Afghans" for "Hispanics" and you have the idea. If there's a problem in Iran, they are likely to stir up sentiment against Israel, the US, or Sunni Muslims for distraction.
