It appears to be post election scapegoating and damage control to protect Bidens legacy (too late).
If the reports are true, then the Buck stops with Biden, who, if he wanted a more aggressive AG (as if that would have made any difference with the Roberts court) with Trump who would also have been less aggressive with Hunter, then he should have fired Garland.
Of course, the WaPo also published an attention getting expose about a year earlier than these Biden regret articles that refute the scapegoating mythology about Garland and affirms, with many on the record sources, that Garland pursued investigations into Trumps crimes despite interference and obstruction from pro-Trump career employees at DOJ and FBI.
