Seems as though most states had age restrictions on employment even decades ago, as this would be. Granted I have no direct knowledge of what they might have been in Florida. Most states required a parentally-signed work permit even for those 16-18 years of age, and with only a few exceptions, could not hire those younger teens/adolescents into formal workplaces.
