It bonds women to the babies.

So women will put themselves last to make sure those babies survive and thrive.
Stay docile and obedient to keep the children safe and fed.

So a gestation machine would take away a powerful slavery tool.

Women who are pregnant all the time and have a houseful of kids
cannot go to college or get well paying jobs.
