Of the literally 1000s of CWA permitted sites we regulate, almost ALL have been issued a violation of some kind at some point in time. A violation could be as simple as missing a sampling of dissolved oxygen or pH during the required monitoring period. It could also be something much worse as well.
I'm not trying to absolve Campbell's of these 5000 violations. I have no idea what they are for. I just wanted to give you all some information on what could or could not be the scope and severity of what a CWA violation may be.
Frequently, facilities with a huge number of violations like this are in reality not guilty of committing as much environmental damage as the impression would give. Our automated system flags violations for all kinds of things such as data entry errors, etc. What I'm trying to impart is that as regulators, we're closely watching for things like this. A facility would never ever be allowed to just keep violating to the tune of 5000 times without my agency stepping in and putting a stop to it. In many cases, on paper (computer database) the violations continue but on the ground.....no further violations occurring.
Without more info as to what these violations are, I cannot explain much else. Just wanted to let you all know that we are watching, regulating, and in 99% of the cases, eliminating the cause of these violations.
