he's pulling the guy over and then illegally extends the stop to get a K-9 patrol. Then the handler creates a signal for the dog to hit so they can detain the guy and rip up his truck looking for drugs. The license plate readers, street cams, location tracking on your phone and facial recognition software are all things that have ramped up in recent years.
